Hi--
I disagree.
First, the Communique is not mailed at bulk rate (standard rate), it is
mailed at periodical rate. The USPS used to call this rate 'second class'.
Second class mail was supposed to be treated as first class mail. It had a
delivery standard of 7 days. Times have changed.
The postal 'service' eliminated the delivery standard some years ago which
is one reason why delivery is bad. Last July, USPS increased rates which
hit small publications like the Communique especially hard. For more info

Our rates since July have averaged an incease of 20% while the 'service'
provided deteriorates.
