Reinstalled the one carb, purrs like a kitten. Idle mixture screw now functions. There was no fuel flow at idle before. The choke didn't open much and thermostat door stayed closed on that side.
Only change was to thoroughly blow out the idle fuel passages in the cluster.

Just a tip - blowing air through the mixture needle hole and having it come up out of the venturi cluster top vent hole is not a good detemination that it is not plugged. The circuit from the fuel well to the idle screw makes a 45 degree bend inside the venturi cluster. This is often the place where the cluster plugs and explains why the old trick of running a wire down through the cluster will not always clear up a plugged circuit. In order to be certain the idle circuit in the cluster is not plugged one has to remove it and check the main passage from the emusion tube over to the idle fuel discharge hole.
