Unless you have a new (repro, NOS or very good used) clutch cable, you can
find a BIG difference in the input travel and output travel of the cable,
and there may not be enough left to fully actuate the clutch for
disengagement.  The loss of travel in a deteriorated (i.e., rusty) cable
assembly is due to "swelling" and longitudinal compression of the sheath
when the clutch pedal is depressed.  Measure the movement of cable at the
pedal end, and measure at the clutch end.  I'll bet the clutch end travel is
less than the 7/8" (from memory) you need to disengage.
