This problem needs to be solved the same as any other electrical
'open' in the circuit.
Using a continuity tester [Not a voltmeter, voltage can sneak through
a connection that is to poor to carry and amperage load] start at the
symptom area [in this case the left low beam light wire connection]
and work your way back through all the connections until you come
to the first one that has current and repair that connection or wire.
Hopefully that will fix the problem. If not, follow your previous path back
towards the headlight fixing connections and wires along the way. At
some point this WILL solve the problem.
In the case of a circuit with a 'short' replace the fuse with your continuity
light. Using tail lights for an example start at the light and follow the circuit
back breaking connections until the light goes out. Somewhere between
there you will find a pinched or bare wire to repair. Once done the test
light will stay our and it will be safe to replace the fuse.
