The low beam lights have two filaments. One for high beam and one for low.
The only reason I can think of that would cause what you have is a bad low
beam filament in your "new bulb". Try switching the two low beam lamps and
see if the problem moves to the other side.
Sealed beam headlights haven't been used in new cars for a long time, so it
seems possible that a "new" lamp, that has possibly been on the shelf for
years, may have problems.
