Phil,
Since you mention the '64 manual, I will assume you are working on a '64.
All my experience is with late models, but from what you have observed, I'll
assume the brake line is above the tank, like the late models.
To do the job properly, you do have to drop the tank. However, I've
heard the quick and dirty way to fix it is to drill holes in the trunk and
route the line through the trunk and just abandon the old line.
It's ugly, but it works. Do what works best for you. Either way is better
than a rupture in the old line.
