I have always just welded a washer in the hole. No need to replace the 
pan for a little rusted area. Don't have a welder? Maybe a propane torch 
and solder if you clean the metal really well. Clean the coating off the 
washer back to base metal also. And paint when finished, as all the 
protective coatings will be removed by grinding or heat.
