This happens. The 'other side' of the bolts goes into the rocker panel, and
rust solid from the crap in the rockers.
I've just used a SHARP drill (actually many; you have to work up in size,
starting with an 1/8 or 3/16"). Make sure you're on dead center. Then tap.
