Every few years I do pretty much the same thing with my wooden boat.  Before
I start to apply the varnish with a foam roller I thin it just a little, he probably 
thinned the Rustoleum so it would flow better ... I use a badger or a foam brush 
to just lightly 'tip off' to remove roller marks.  I do this in the direction of the grain
but I am sure that was not a consideration on his car :-)
