What I have seen before is something like:

(a) The seller states that the mileage of the vehicle is xxxx. The seller 
certifies that to the best of his/her knowledge this reading reflects the 
actual mileage of the car.
(b) Further the seller certifies that the vehicle odometer was not altered, 
set back, or disconnected while in the seller's possession and that the 
seller has no knowledge of anyone else doing so.

That contains enough weasel words for most provided it is accurate.
