Yes it is a clutch head design, and I bought one a couple of years ago at
Napa. (same screwy head design is used on the three bolts holding the
plastic ring in the horn assembly.

If I was to do it again, I would have spent the money to get the socket
driver version, you'll need to torque to get some of those bolts free!
