Actually there are several other options:

1. Go ahead and reserve a room with a credit card, just don't tell them you are with CORSA.  As said before the issue is not reserving a room it is paying for the first night which is a CORSA requirement not the Hotel's.

2. Register at a nearby lodging establishment.

The problem stems from CORSA's requirement that the first night be paid for . . . I understand the rationale for the requirement, but see the possibility that the policy may back-fire and CORSA may shoot themselves in the foot.
Seems to me that if you want to encourage people to stay at the host hotel every effort should be made to make it an easy, risk-free process.  Hopefully a reasonable solution can be reached.  It appears the present policy is hindering rather than helping CORSA's goals.
