Had I provided an answer, it would have read something like this:

SFAIK, there is no problem with putting an HB on a lower hp (earlier) engine 
aside from the fact that you need to keep an eye on its condition as time 
goes by.  They are (at least the GM ones) know to separate after a 
considerable number of years (something over 20) - making the timing appear 
to be incorrect and/or turning the oil filter into a geyser.  Is there a 
need for one on an 80hp engine?  GM didn't seem to think so.

On a 110 or higher hp engine, definitely use the HB.  I don't know if a 102 
needs one or not - but I'm sure someone does.  I've never had any engine 
less than 110, so don't have a great deal of experience with the EMs.  If 
your 102 came with a pulley, likely it is correct for that engine.  Lon's 
catalog might answer that question for you - I didn't look.

So, once you have confirmed that a solid pulley is OK for a 102, SAVE your 
money for some other parts or service.
