<VV> No Holes - Emergency Brake Help

Following the shop manual instructions, I proceeded to try install an emergency brake return spring in a 1965 Monza today by installing one end in the hole in the end of the long tension adjusting bolt and the other in the hole in the transmission cross member. Only problem is that neither of these parts have a hole in them! Nor does the clip that the cross cable runs through. Where/how does the spring really hook? (there was none on it to compare - this might be why). Is it really needed. Seems to work okay without it. Thanks,
