<VV> LM power top solution found

 Thanks for all the friendly responses. I finally figured out why I kept getting inconsistent results. The power from the two wires (up-down) runs under the car and are eventually joined with the power from the circuit breaker for the motor in the top well by a 3 prong that connects these wires to the relay and motor. 
   
   Apparently after 38 years and 60K miles the connector started to lose contact. This was aggravated by me moving the wires in the top well as I tried different motors and relays. This gave me intermittent contact during the various attempts to solve the problem. The wire was never secured by the factory the way it is described in the assay manual, so it COULD work its way free. The connectors were not corroded. 
   
   Unfortunately when I went to pull the connector up through the well it disconnected, and the bottom part fell down (it really was loose). Unfortuanlly I had to remove the left heater duct in order to get my hand up high enough to push the end of the connector back up through the sheet metal shelf into the top well. The only cost was 10 -15 hours of aggravation and 1 new heater hose.
   
   Thanks to VV I now have the schematic in my '69 Assay manual for future use. Again thanks to all who responded. I'm not an expert, but now have many hours of experience with the LM power top electrical operation.
