you have the wrong tool -- the one that works is obviously intuitive --
hook it over the pivot and grasp the arm and handle of the tool in one
hand, squeeze, wiggle, and remove.
The original Anco tool is no longer available, AFAIK, but this this one
is similar in operation:

The Anco tool had two fixed prongs that went on either side of the pivot
hub -- a double ended tool with one bigger & one smaller. Maybe keep an
eye on eBay? This one sold May 19th:
