<VV> paint codes

hello 
i have a 66 convertible that was repainted a gold color. as i removed the paint i found it was a very light blue. this was in areas that were not repainted like under the door striker post and under the undercoating but here is the problem the paint code is E-1 Danube Blue which is a very dark blue. the body tag has not been removed. so what gives? any ideas or comments
