well, something is wrong, and it sure sounds to me like it is the
ground, and you are seeing the low wattage element in the bulb flash as
it tries to ground the high wattage element. How did you manage the
above mentioned "verification"? Did you try grounding your test light
first to the battery and probe the brake circuit at the lamp end, and
then try grounding the test light to the lamp housing? OR, with test
light clipped to the positive battery terminal, does the probe light
when touched to the housing? Both with and without the bulb present?
Perhaps the spring loaded contact is stuck and doesn't touch the bulb?
Did you test the bulbs accross the battery to verify that they work?
