<VV> Awful Stink of Raw Gas

Hi all.  Lately my 69 Monza has the awful smell of raw
gasoline inside the car.

It seems the problem gets bad when I fill the tank.  I
looked under the left front fender where I saw two
tubes, one I guess is the filler pipe, the other an
overflow or vent.  No leaks whatsoever, although when
I fill up, it seems the gas pump "clicks" off only
after some gas spills out into the fender cavity where
the gas filler is, but it evaporates from there pretty
quickly.

Has anyone else had this problem?  Any suggestions? 
It's not too bad when you can open the windows, but on
a day like this morning with driving rain, it does
become a problem.
