<VV> Starting Problem

I am located in New York City.  My car spends 95.5
percent of time indoors, either in the garage at work
or my garage at home.  The garage at work is in a
basement in a large building and is open on one side
of the building, so in winter it gets rather chilly
down there, although it's not as cold as outside.

Temps outside these days are running in high 30s day,
low 20s at night.

Tonight I got off from work late (9 PM) I pressed the
accelerator slowly, let off, and heard the CLICK of
the chokes.  I checked tension and they were tightly
closed.

One press didn't start the engine.  Two more got a
shaky start which smoothed out just fine in about 30
