negative voltage at the switch?
how are you measuring it?
i guess i missed it.  sounds like the ground of your test is at positive and 
the other end is getting to ground thru the stuff it would turn on?
try checking all connectors at the main harness,  both of them at the dash 
end , and the one at the engine room end.  they sometimes come loose.   also 
check grounds at the engine room end....
by the way , the corvair ignition switch plugs right on the earlier john 
deere tractors...just drill the hole out and then you can use the same key on that 
also...(my vairs all use the same key)
