<VV> Stumped by Gas Gauge

Well, I can't figure it out.  After I put the rebuilt motor back in my  69 
Vert, I drained the gas tank of the 2-year old gas.  I then found some  rust in 
the tank, so I had it cleaned and sealed.  Putting the tank back  in, the gas 
gauge needle went all the way to the right, pointing to the 3 on a  clock.
 
I found the ground wire had broken and come off of the sending unit, so I  
soldered it back on the sending unit and replaced the wire.  I cleaned the  area 
where the ground attached to the body and reattached it.
 
I was also having difficulty getting the sending unit wire back on.   
Finally, I heated up the rubber boot and got it to slide back on.  When I  turned the 
key on, needle still went to the 3 o'clock position.   
 
I put the car back up in the air, and squeezed the contact on the sending  
unit wire with a needle nose pliers, making sure that was making contact with  
the post.  I wiggled everything and put a jumper wire between the sending  unit 
and another part of the body, still nothing.
 
I am fresh out of ideas.  Anyone got an idea?  As the needle  moved slightly 
when I turned the ignition on, to the 3 o'clock position, I don't  think it is 
the gauge, and the gas gauge always worked great.  Is there a  fuse anywhere 
that could make a difference?  Wire from the sending unit on  the tank looks 
good until it goes into the tunnel underneath the car.   Help!
