You're right, but the only thing worse than not enough information, is too
much !
If you want to make sure someone does read something, make it 400 pages of
things that an idiot would know, so that they stop reading it.
Then, they are also covered, because what you should have known is in there,
albeit buried, but it's there, so that liabilities are legally covered.
