<VV> Rear Transverse Leaf Spring question

I am replacing the bushings on the transverse leaf
spring.  The three bolts that hold the upper retainer
to the control are do not want to budge.  I have them
soaking with PB Blaster and will try again.  My fear
is breaking them off.

If I break the bolts are they easy to access and
replace once the upper mount is out of the way?  Are
they a carraige bolt style?

If not I was thinking about cutting the nuts off with
a grinder.  Any insight would be appreciated.
