<VV> Behind the gas tank.

I removed the tank, it looks fine, the rubber broke apart taking it apart.

Now I have a large rusty area I can treat.  I was figuring on waiting 
until spring and painting with POR15.  Or is their something better for 
this area.   Or something easier to deal with.  How warm do I have to 
keep it for the paint to dry.  My heater can get the garage into the 
70's, but how long do I have to keep it at it, and how do I warm the 
metal before painting it.  Its below freezing at night.
