Mike,

I had a 66 3 sp man that did the same thing as your car.? I originally thought the cover was a mistake because I only owned earlies.? I fixed the problem by installing an early cover and no more leaks.? I later saw a GM Repair Bulletin showing the dealer how to fabricate a baffle under the vent. If you want me to, I will try to find the bulletin.
