Basically YES.....  Industrial Gas Turbines have tremendous wasted  
Compressed air at part loads....think 800F
This can then be run thru an orifice that is in a siphon tube, using outside 
/ ambient air...and creates a Vortex Cooler.. think Chiller?
Unforunately  this  requires a very high volume of air.....and is used mainly 
to cool electrical boxes in very hot areas....125F  and higher..
