Yes, as you should have reasoned  since changing .001" should have a 
similar effect on either side of .052".

Using the HP 11C with built in pi key and 5 fixed decimal places:

.053" hole has area of .00221 square inches.
.052"   "                      .00212  "         "
.051"   "                      .00204  "         "
.050"   "                      .00196  "         "
