Mel,
I don't know what year of Mg fan you have to work on; my 16-vane early has  a 
2-3/8" diameter bolt circle; the late units may be of greater diameter; the  
late units have a larger centre hole to take the bearing.
 
Just to keep you posted, I am using a cheap Chinese rotary tool set to  grind 
off the connections (2 per vane) that fasten the vanes to the top ring.  From 
all appearances, the ring has rectangular holes punched in it, and the  vanes 
have tabs sticking up through those holes; I have been told that the  
connection was riveted.  I the tool set holds up, I should have the ring  off in 
about a week or less (yes, I'm slow--but I have other demands on my  time.)
