I was at Ashville but only particpated in the rally in a BMW so now Econo Run.  What exactly happened that causes us to forever refuse to re-look the rules?

Yes, rules can be changed; and they were. Previously, there was nothing 
to prohibit running the Rally and the Economy Run on the same day or 
together. The rules were changed so that this would never occur again 
such as the fiasco at the Asheville convention.

Please also see all the posts by those whose opinion is that an unsafe 
economy run is the result of poor execution by the eventmaster; a 
design issue, not a rules issue. A properly designed economy run that 
follows the rules is a safe event.
