Just based on a neighbor's recent experience, my plan is to get a building permit for a garage without plumbing and electrical. This will get it started and erected and inspected and approved very quickly. Then, go back and put in the electrical and any plumbing (of course, with the proper permits). This will at least give you use of the building (with a drop cord) while you wait for months on the code approvals and inspections. Just PLAN accordingly for the breaker box, outlets, lights and water so you don't have to cut anything later. I can get a 35 x 60 x 10 installed for about $18K including the pad (which is outrageous at around $4K - something else we can thank our friends in China for). Installation time is 2 days after concrete. (My father-in-law is a retired electrician and handy with plumbing).
