This again!!! Arghh! Its a matter of preference BUT the warm and running adjusting procedure is outlined in both the 1960 and 1964 shop manuals!!!!  So if static adjustment is what you like about a 1964 Corvair, just consider that "valves adjusted cold" was only to stabilize the engine in 1964. Do it however you like... results will vary.
