Yes, it's a simple rheostat.....Use A Digital Volt meter $3.99 at Harbor 
Freight and use the OHM's   scale at 200

The 61-4  will work fine..

Read both ends of the winding [bar]  to see if there's resistance.....then  
read the connector to the frame of it as you move the arm thru it's travel...  
0-45 ohms!

If it WAS reading / moving  before but was not correct.......it was most 
likely the Wiper ARM  was not touching the Bar  tight enough to give a good 
reading,  the tank had a bad ground  OR  The ROD/ARM needs bending to correct..
