My wheel rubbed - what I did was to put a thin washer between the cover 
post and the adapter screws.  That spaced the cover out the thickness of 
the washer and eliminated the rubbing.  As to the turn signal arm - take 
it out of the car and clamp the flat part in a vise and CAREFULLY bend 
it, pushing on the end and near the vise...  isn't difficult at all.
