Brian,
If you are talking about an early model convertible, there is no actual hose
in the rockers - the rockers themselves serve as the "hose". However, on
the Coupes and Sedans there is a hose, and it can be removed (old one
usually brittle and pulls apart) and new one re-installed just by pushing it
in from the rear - been there, done that.

Subject: <VV> early model vent hose, for you smart guys
all right for all you smart guys figure this one out:
i am doing rotisserie restoration on several early model corvairs
how do you replace the vent hose that connects under the rear seat and runs
through the rocker panel
according to the views and diagrams i have seen there is no possible way,
it
must be installed before the rockers are welded
What are your thoughts?
