<VV> emissions regs...help needed.

Does anyone know specifically just what the California allowable  emissions 
were for 1966-67 that required the Corvairs to have the Air  Injection Reactor 
system?  I'm looking for the max CO and Hydrocarbons  allowed. 
 
Also what were the Fed requirements that went into effect in  1968?
 
I assume all these regs were control of both CO and  Hydrocarbons.
 
Any one know these numbers?
