Cowl shake is a problem that has been around since the first open cars
went over 45 mph -- some open cars don't shake, but most do. Nearly all
Ford Model "A" & "B" cars do as well as many modern day hot rods on that
same platform. If someone says their roadster or cabriolet doesn't
shake, put a roll cage in it or a top on it and see the difference.

My Porsche 356 A is a factory (removable steel) hardtop cabriolet --
when driven without the top, it is like a different car, not so much
shaking, but more just overall loosey-goosey -- with the top on (two
main bolts, two tensioner bolts [which are not connected at the moment],
and three clamps on the header) and it is as solid as a coupe.

Yes, it is a convertible thing -- try adding the LM "cocktail shakers"
-- they are not just there for decoration or simply added weight ...

Stiffer frame rails also help, if the cowl is Solid. And, of course, the
tires, wheels, hubs, brake drums, and front end need to be just perfect.

Godspeed!
