Fish eyes are caused by impurities on the surface, typically oils or 
silicones.

DO NOT spray armor all, tire black, or any thing containing silicone 
within 50 feet of an object to be painted.

And don't try to spot paint used cars after the detail people have 
applied that engine clear, but that is another story., and a reason to 
buy a steam cleaner...

Clean the object with "Prep-Sol", enamel reducer, or lacquer thinner to 
remove all traces of impurities before painting.

To remove fish eyes while painting, dust the paint on, do not go for a 
gloss. Then sand and repaint if gloss needed, or strip and repaint.

Yes, Halogen lights, infared heaters, etc. are used by body shops to pre 
heat objects in the winter ( all you southern CA people shut up!). 
Beware of overheating plastic parts ( like turn signal lenses) while 
heating metal parts.
