<VV> VV Cold draft above kick panels

"...I have discovered a very cold draft running down the road rising out  of 
the upper portion of the kick panels on a late model I have been driving to  
work. Upon removing the panels I found none of the usual white sticky putty 
that  is normally around the vent. I am not sure if this stuff is still available 
and  the parts store..."
 
The following product is available at all the major home improvement  centers 
(see at: http://www.mdteam.com/products.php?category=248 ) It works  just 
like the stuff from the General (probably a little better); been using it  (or 
stuff like it) for about 35-years to seal the kick vents to the inner body  
panel, and to seal the rain trough under the windshield.
