FIRST: Find yourself a big wooden dowel that's a snug fit in the
tube and about a foot or so long, drive it home... the dowel will
allow you to rock the tube back and forth a tad to loosen it,
whereupon the vise grips clamped onto the tube will grip it tight
without crushing it and allow you to yank it out of the head. It
also gives a large screwdriver something to pry against so as to help
convince the tube to come out.

There is. The valve cover has to come off and the rockers for that
cylinder and the pushrod guide have to be removed, then the offending
pushrod tube. Obviously both pushrod tubes don't have to come out,
just the exhaust.
Do not waste time trying to get it out otherwise. Even if you do
manage to pry it past the pushrod tube, you won't get the replacement
exhaust tube back in the head unless that pushrod tube is out of the way.

Yes it certainly can. Lots easier than having to pull the engine,
by a wide margin. Just make sure the car is supported properly.
