  Hi Bob:

  Here's what I'm gonna do:

  Instead of looking at the rotor and expecting the number one 
  cylinder coming up for TDC, I'm gonna have him keep the 
  distributor cap on, and solely depend on rotating the 
  crank CCW until the timing mark is at the 0 and at 
  the same time feel the compression with his finger.

  This can't be. TDC must occur when the timing mark is at or near the 0 on the scale. Have him rotate the crank CCW until the timing mark is at the 0 and at the same time he feels the compression with his finger. Then he is really at TDC.
  Then insert the distributor so that the rotor is pointing to the #1 terminal on the cap. If the dist wont go in all the way, rotate the oil pump with a long handled screwdriver to locate the notch so that the dist will seat all the way with the rotor pointing to #1.
