Hi Ron,
This is almost certainly TV adjustment.
Get under the car and disconnect the "C" clip that holds the rod that
emerges from the tunnel that operates the TV lever, then get into the engine
compartment and disconnect the throttle rod (from the transmission TV lever)
that operates the carbs cross shaft at the carb end. Open the carbs wide
open and PULL the TV to cross shaft rod towards you until you feel a
'detent' (slight notchy feeling spring resistance) and then adjust the
threaded clevis (by screwing it towards the front of the car) so that this
detent is felt, and passed thru before the carbs are wide open. The detent
must be passed thru before wide open throttle. Reattach the throttle rod to
the cross shaft in the engine compartment once you have realized this
adjustment, and then readjust the tunnel to TV lever rod clevis to permit
full throttle at the carbs before the pedal hits the carpet- (paying some
attention to trying to obtain a comfortable pedal angle, this is doubly
important if anyone driving the car wears high heels especially) and give it
a test drive.
The correct adjustment will force a full throttle downshift at about 42-48
mph depending on axle ratio and engine. If this doesnt occur, keep
tightening that engine compartment adjustment until it does. When correctly
adjusted, you will also find the transmission becomes much more responsive
across the speed ranges, at moderate throttle it will hold low past 20 mph,
and a tickle of the pedal will give it a very smooth fast kickdown to low at
speeds under 35 mph. Powerglide is a very responsive transmission when the
adjustments are perfect, play around with the Tv adjustment until you are
finding it satisfying,

A PG on my wagon consistently shifts at the minimum shift speed regardless
of the throttle position. Is this a throttle valve adjustment item or an E
clip problem? I'll aaastrike first at whichever one you vote for.
