<VV> Concours scoring question

I was just going over my scoring sheets from the concours at the Great Plains Corvair Roundup from a couple of weeks ago. The undercarriage of the car is very poor as I haven't done anything to it, yet. I noticed that on one item I recieved more than the maximum deduction. It appears that the judge used the stated maximum deduction for each side of the car.
 
So, my question is, is the max deduction for items that have a left and right or front and rear for the entire car or for each side?
