<VV> tire rubbing on FC

I've got a tire rubbing on passenger side front fender front lip.It has rubbed the paint off to shinny medal.As it sits in the driveway the tire is 3" away from the fender.I have jacked that side up and tried to move the sideways or up and down no play either way.Ball joints don't move. Shocks seem to ok.Anyone have any ideas what might be lose.I believe that it must occur in a turn and going over some obstruction.
