<VV> Vent valves

I've been having problems with my 140 engine with 2 carbs. It has the 
symptoms of a vacuum leak, and today when I removed the carbs, the right 
hand one had the little tab on the side vent "valve" bent so that the valve 
was nearly always open. What does this valve (it's called the side idle vent 
valve in the manual) do? Could the mis-adjustment of this valve cause poor 
low-engine-speed hesitation?
