As with 'the proper tool for a proper job',  a proper bolt is required 
for a proper hold down -- try some Red Head concrete anchor bolts -- 
properly installed, you will never pull them out (maybe unbolt the thing 
and cut them off, but short of taking up part of your floor, they are 
there to stay ...
