While I believe the nuts and bolts can take the
higher torque, I see no reason why they should need it. The nuts are
locknuts, and ahouldn't need torque for retention. Most forces put on
the interface are taken by the rubber mount, so I would expect shear and
other effects that might work the interface to be mild. Opinions are
welcome, since I'm only guessing here.

The rubber is just the "middle man". All the loads go thru the nuts, bolts and studs. The torque sets up a preload in the studs to keep things from seperating.
The daggone shop manuals have all kinds of differences in them. I have the 65 manual plus the Service News updates and I've highlighted the sections in the manual that are updated in the Service News bulletins. Of course then you get what's in the Tech Guides, the books and even the expert opinions here on VV. It gets so confusing!!! I find it's best to defer to whatever Smitty says. It's easier that way.
