Hi Rich,
Most likely  the accelerator pump.  It could be old, 
and dried up, or torn, etc... replace the little rubber cup.  It could be 
clogged passages for the pump spray.  There are two little holes that it 
sprays 
through in the throat.  They can get plugged.  Clean them with a fine 
needle, careful 
not to damage them.  I use a needle for beadwork, available at an arts and 
crafts shop to clean them.  Also make sure the brass valve is in place, 
and not too worn, rebuild kits come with new ones.  Finally make sure it 
is 
mechanically connected correctly.  It is possible to put it in the arm 180 
degrees off and it snaps loose then.
