I found it, well sort of.  The wire isn't even there.  I did see the
terminal where it is supposed to clip to the dash, and ran a screwdriver
from there to ground as a test, and everything worked fine.  

FWIW, painting and faulted grounds/terminals seem to come hand-in-hand!  I
chased'um for a month after I painted the 67!
