<VV> Spare Tire Lock Question

I have a spare tire lock without a key and was wondering if there is some  
way that I can get the cylinder out so that I can key it to my car. I've already 
 tried the many Corvair keys that I have with no luck. Were these dealer  
installed accessories or? If they were available as factory installed, was it  
keyed to the ignition or trunk?
